Health Canada has published a new bulletin addressing updates to its interim compliance approach for labelling-related monographs. The full bulletin, officially titled “Interim Compliance Approach to Labelling-Related Monograph Updates,” is now available online to provide the industry with additional information.

This newly issued Natural Health Product Licensing Bulletin No. 13 introduces critical administrative flexibility for natural health product (NHP) manufacturers. Most notably, the bulletin defers mandatory monograph-related label updates, meaning companies are no longer required to implement these specific changes until the end of a forthcoming regulatory transition period.

This policy adjustment is designed to prevent companies from having to execute multiple, overlapping label changes. Health Canada is currently drafting amendments to the Natural Health Products Regulations (NHPR) under its Red Tape Reduction initiative to make broader labelling requirements more flexible. Pre-publication of these draft regulations in the Canada Gazette, Part I, is targeted for spring 2027. This upcoming proposal is expected to establish a new compliance transition period extending beyond the original June 2028 deadline.

While the bulletin grants extra time for standard monograph updates, it strictly excludes safety-driven modifications. Any safety-related labelling changes directed by Health Canada, whether through a regulatory notice, request, or other direct communication, remain mandatory. Companies must execute these safety updates within the exact timeline specified by the agency.

Although the mandatory timeline has shifted, Health Canada encourages licence holders to voluntarily incorporate applicable monograph updates whenever they are already revising labels or updating packaging, provided it is operationally feasible.
