Regulatory agencies are increasingly focusing their attention on the presence of 1,4-dioxane in household/personal care products.

The regulatory framework in New York has already established strict thresholds for this chemical. Currently, the state restricts 1,4-dioxane concentrations to a maximum of 1 part per million (ppm) for personal care and household items, while setting a 10 ppm limit for cosmetic formulations.

Meanwhile, regulatory pressure is expanding on the West Coast, where the California Department of Toxic Substances Control (DTSC) is pushing forward with new proposed rules. Under this pending action, manual dishwashing liquids and shampoos that contain 1,4-dioxane at levels exceeding 1 ppm would be officially classified as Priority Products. The California agency anticipates that it will officially finalize these regulations by the early months of 2027.

Given this shifting compliance landscape, the ability to accurately detect 1,4-dioxane at very low parts-per-million levels is essential. Implementing rigorous, low-ppm analytical testing has become a mandatory practice for manufacturers to verify their formulations and maintain confidence in their overall regulatory compliance strategies.
