This delay is intended to improve the efficiency of the system and allow organizations more time to collect high-quality, consistent data. ECCC plans to streamline and optimize the reporting requirements before these phases are implemented.

What You Need to Know:

While Phases 2 and 3 are on hold, Phase 1 reporting requirements remain in effect.

Organizations must continue to report Phase 1 data for the 2024, 2025, and 2026 calendar years, as originally outlined in the Notice with respect to reporting of plastic resins and certain plastic products.

ECCC has outlined the following schedule for upcoming regulatory notices:

Summer 2026: A new Notice will be published to establish reporting requirements for the 2027, 2028, and 2029 calendar years.

Winter 2026: A Notice of Intent will be published in the Canada Gazette to formally communicate the intentions to delay Phases 2 and 3.
